As far as moving around the city is concerned, there are many citizens who prefer to use private transport to the detriment of public transport, especially to reduce the risk of contagion.

Just as the oil crisis of the 1970s completely overturned the mobility of some cities, see for example Amsterdam, which was a city completely strangled by traffic and is now a virtuous example of soft mobility, the pandemic crisis has already begun to change the habits of Italians, shifting them towards greener mobility.

This process has also been stimulated by rising energy prices and increased traffic in cities, leading more and more users to choose new modes of private transport.

The Mobility Study

To explore this topic in more detail, the Prontobolletta experts wanted to take a look at the mobility situation in the various Italian regions. This was possible thanks to the detailed database provided by ISTAT. This shows the opinions of a sample of the population region by region on different areas related to private mobility.

To compile the regional ranking, we took into account a number of factors such as:

Parking difficulties

Weather

Street lighting

Road condition

Let us look more specifically at the metrics used for this study on regions.

The regional ranking on private transport

Based on the data collected by ISTAT, the Prontobolletta study set out to explore the new realities of traffic in the city and to analyse the various factors impacting private transport.

In order to be able to draw up a ranking of the regions to identify the one with the best transport conditions, Prontobolletta has created a general index that takes into account the four factors mentioned above.

Given the nature of the elements taken into account, the metric created represents the index of dissatisfaction and therefore, the lower the value recorded by the region, the better its overall condition in private transport.

The index created was intended to be an unbiased metric for the purposes of the survey. Through it, in fact, it was possible to compare Italian regions with each other and identify the best ones in terms of private transport. Specifically, the ranking presents on the podium the three northern regions of Valle d'Aosta, Trentino Alto Adige and Friuli-Venezia Giulia, respectively 1st, 2nd and 3rd with an index of 28.2%, 32.1% and 32.5%. On the other hand, we find Puglia, Campania and Lazio at the bottom of the ranking with an index of 56.9%, 63.7% and 65.8% respectively.

Index evolution over the years

Analysing more specifically the situation of each region during the three-year period 2018-2019-2020, some interesting things can be noted. With regard to the top 3 regions in the 2020 ranking (Valle d'Aosta, Trentino Alto Adige and Friuli-Venezia Giulia), they recorded a worsening of the index between 2018 and 2019 of 17.5%, 6.7% and 8%, respectively, and then a clear improvement between 2019 and 2020 of 22.3%,6.4% and 17.3%.

Taking a look at the regions that had the most anomalous behaviour between 2018 and 2019, it is worth noting Calabria with a record worsening of 26.5% while Sardinia had the highest positive variation with a 12.6%. Between 2019 and 2020, on the other hand, it is worth noting how each region improved in terms of the dissatisfaction index, with Marche having the highest variation with a 23.8%.

The key role of bicycles for a green future

Given that major European cities, such as Paris and Barcelona, are already working to accelerate the transition to greener mobility, Italy is not to be outdone and has provided various incentives in this regard. In particular, the topic of bicycles is on everyone's lips: the government is pushing towards green transition with no less than €600 million allocated for 'soft mobility' thanks to the National Plan for Recovery and Resilience (PNRR).

In this regard, almost 2 million conventional bicycles were sold in 2020 and the numbers continue to increase, a sign of a greener mentality among Italian citizens. Specifically, this success is also due to the effects of the Mobility Bonus: launched in 2020, already on its first day of applicability the Bonus had exhausted the available funds and more than 350,000 two-wheelers are in fact estimated to have been acquired.

Over the past two years, the number of citizens using a bicycle has increased by 50% and they do so for different reasons. According to a survey by Banca Ifis, today 37% of people who use a bicycle do so for health reasons, i.e. to exercise, but another large proportion, about 27%, use a bicycle for social distancing reasons.

The transition to sustainable mobility is growing year by year, along with a greener and more environmentally conscious outlook. Who would have thought that a means of transport conceived some 200 years ago could play a key role in a sustainable future.

Possible solutions

The generally positive trend of the Italian road situation, as shown by the ranking, is synonymous with an overall improvement due to the implementation of increasingly green and collective actions. There is a lot of talk about sustainable mobility and how several European cities are planning new mobility plans, also to save electricity.

Following the example of Paris, the model of the 'City of 15 minutes' is also gaining ground in Italy, a concept that aims to provide citizens with all their daily activities within a 15-minute radius. This innovative idea would, above all, allow less pollution, as citizens would prefer to travel on foot, and thanks to an increasingly strong Internet connection, the interconnection of public and private services would facilitate the success of this innovative project.

2020 and Covid-19 have led us to a new vision of the world, in a greener and more sustainable key. This green mindset has enabled and will enable us to solve situations in a more innovative and effective way. That is, by tackling today's problems, it will be possible to propose lasting and win-win solutions, creating a better tomorrow.

Source: ISTAT, Prontobolletta studio

In seguito alla crisi pandemica, la maggior parte delle persone ha iniziato ad uscire di nuovo per riprendere la propria routine ma non senza qualche accorgimento.
